Founded in 2002, ADULLACT (Association des Développeurs et Utilisateurs de Logiciels Libres pour les Administrations et Collectivités Territoriales) aims at supporting and coordinating the action of Administrations and Collectivités Territoriales in order to promote, develop and maintain a heritage of free software useful for public service missions.

ADULLACT is also a founding member of the Open Document Format Alliance, an international initiative to promote and facilitate the use of open formats in the public sector.

ADULLACT is present throughout France with approximately 380 direct members, reaching nearly 5,000 local authorities.
